This is what I found: Inside designated guarded zones, leashed dogs are permitted in the tree line area only. Outside of designated guarded zones, leashed dogs are permitted on the sand and in the water. In addition, dogs must never be left unattended, and owners are responsible for cleaning up after their dogs.

I don't know if they allow grills on the beach, but plenty of grills by picnic tables
