The ones close to the beach to sprinkle off with were working then. I don't know about the actual change rooms and washroom section if they are open yet. I hope this helps. Aloha

I will not say completely safe, particularly for a single female. As far as I know there is no overnight staff or security presence. On the other hand there is less risk here than elsewhere...

This part of the island is far less prone to trouble. Surrounded by good neighborhoods and upscale resorts, good police presence in the area, and national park staff just up the hill.

when I googled Spencer Beach permits this is what was on the website - "Gate closes at 9pm and reopens at 6am. No entry or exit after 9pm. Campers will only be allowed to exit, with no re-entry, after 9pm for emergencies (medical, disasters, hazardous conditions, unforeseen circumstances, etc). Security Guards on duty from 7pm to 4am daily Alcohol NOT allowed. NO CAMPING IN PAVILIONS. Pavilion permits are availabe for DAY USE ONLY and needs to be purchased seperately. Call 808-961-8311 for more info. maybe try the phone number mentioned to see if someone can supply an answer. Hope you can reach someone who has more info about this.
