The ruling from a three-judge panel of the 4th Circuit Court of Appeals lifted a lower-court judge’s injunction that had temporarily blocked Musk and DOGE from playing any role

A U.S. appeals court on Friday ruled that Elon Musk and members of the cost-focused Department of Government Efficiency that he spearheads can make further cuts to the U.S. Agency for International Development while they appeal a lower court order that had barred them from doing so.

Chuang agreed, ruling Musk and DOGE’s actions “likely violated the Constitution” and inflicted harm on the plaintiffs, and blocked the Trump administration from taking further steps to dismantle the agency while the litigation moves forward.
